Should promoting the architect be a marketing strategy for hi-end development?

In many countries, hiring great architects can draw attention to the projects instantly (Frank Gehry for Guggenheim Museum, Rem Koolhaas for Prada in New York, Herzog & de Meuron for Tate Modern).

In Thailand, the process goes opposite. A developer hired Mr. Hans Brouwer (HB Design), a not so well-known Singapore based architect who is not registered nor allowed to work here, called him a renowned architect, and put his photo and interview through various media for publicity (with the information of the projects that are on sales).

Will this turn our architectural development to an industry where marketing leads the quality of work?
